Did you try to restart your game? Some bugs can be resolved by restarting. And if that not works, maybe try to build more walls and maybe they will be willing to move again.

Ye i restarted the game and it worked but it scared me.

Eh again this time 3 builder's just stay under boat and stopped building i buyed every part for the boat and they just stay like that for 4 days and i tried to restart the game 4 times and didn't work

Can you pay 2 gold so they put the boat into the water? Sure 3 workmen and 4 archer will instantly board it, but at least something will happen. And your other builders? Are they working normally? Is there a valid construction project currently in your game? Can you make new builders?

I got 4 free builder's my catapult bugged again but after restart it started working again but boat still stay's like this with 3 worker's and i i can't pay anymore coin's all fragment's are laying on the ground. I hired a few more builder's but it look's like they just permamently assigned to building the boat and stay's like this waiting for next fragment's or some ♥♥♥♥...

But is there something you want to build right now? Because if by chance you want to chop down trees or build near to an active greed portal- then your builders won't work there until the portal is not destroyed. Also if you will have more coins later you can try to spend them on the boat too until it is put down on the water.

The problem is, that the boat is already payed fully and they just refuse to add the parts to it.

One fix for this might be, if that's possible, to let the greed in. They will grab the parts of the boat and carry them away. This should unlock the builders again - hopefully.

Perhaps it's a computer memory problem. Restart the game or better reboot the computer. Then kill all unnecessary tasks. This helped me a lot with bugs so far.
