Missing Objective (Tourist Season)

So I’m doing the mission “Tourist season” in Emma’s campaign and I can’t continue. I’ve completed 4/5 of the objective “Spread Unrest on the World Stage” and there is no 5th marker. I’ve waited for them to spawn, tried having no schemes running, destroying and moving my unlocked regions and it won’t show up. Am I missing something obvious?

I imagine you've already done this, but I got a good wee piece of advice from another user which I'm starting to pass out if someone's missing a world map scheme:

I did find it, bottom of south America, right out of my view. Thanks for the advice though!
