Other option can be you don't have enough guards. You can set specific minions to " specific" task. Go to minion panel, select a guard, and then set cameras. That guard will be working just on cameras. Mind he won't depart for world schedules, sit on table or any other task.
If that doesn't works it can be as a side effect of a mission. Unfortunately the game doesn't advertise about that knind of things.
I didn't play the HAVOC campaign, but it could be. All superweapons have a side effect.
I remember that happend to me as well at some point, but it got fixed.
A silly alternative: are table camera on? and cameras?

Yeah, sometimes when remodelling the lair, items like Disruptors will suddenly pop up on the walls as well. Keep an eye out when adding dirt or moving furniture
