i honestly can't answer that, i always have them in my games. i can't say if they are required or not.

Dont complete the prometius flame before getting the hubbard mission

I never got these loots in any of the previous games. The fandom wiki has no info on the conditions necessary to enable side quests for these loots.

Can you shed light on this by looking at completed quests tab and say something?

What henchmen did you have?
Did you get rid of any SA?

15 Mercs
20 MA's
20 Hitmen
30 Valets
15 SD's
10 CA's
15 Socialites
70 techs
20 Sci's
20 Bio's
10 QC's

all SA's still alive

henchmen: IRIS, ELI, Furu, Jubei (later sir Daniel and clara, executed Furu)

quests don't really say anything as to the requirements for unlocking them.

Flames of Prometheus: something in base catches fire (not incendio quest related)
Hubbard Slice: Biologist minion side story
Carrion Flower: Sir Daniels first side story mission (who hunts the hunter)

i did this on Hard difficulty aswell, so the requirements for gold or minions may be lesser on lower difficulties.

my salaries are nearly 500K xD

I unlocked biologists, but the Hubbard slice sidestory hasn't showed up on my second and third campaigns (haven't gotten Flames of prometheus yet either on my third campaign).

Edit: I looked around on Google and it seems you need to get to objective 9 before Hubbard slice unlocks (objective 7 for Flame of prometheus, but get Hubbard first for the all loot achievement).
