Comm arrays do stack. However, it passively gives you 1 signal strength. The other bonus (% increase to scheme monies) is only applied when you have workers manning the station.

As a tip, once you begin a scheme the money doesnt drop down, so using your Genius to "force" workers in that area with their respective ability before you launch schemes can make a bit more profit.

really? i tested it and the scheme income was the same whether 1 array is manned or all 4 (with an uncommited scheme)

Yes to the first part. I would say yes and no to the second part of your question depending how you play. Once you have enough networks at level 3 or above. You can constantly run heat reducing mission and live off the passive income. I hit my Vault max just off of the passive income and my vault hold over 2 mil.
