Sounds like you are grossly overproducing power. That seems more like emergent gameplay than a game design issue.
You don't need to turn them all off. Just enough so your total energy is negative.
I don't know how you play, but I barely have 20-100 extra power anyway, and that means up to 3 fusion reactors to switch off.
Also, while you cannot turn off multiple generator in a single go, changing the floor of a place automatically sells everything on it. It's not optimal, but you can also do it this way.
I do which there was a key for switching items on and off though.
I have +788 energy, 36 per generators ... I need to turn off .... you know what? ♥♥♥♥ this quest. ♥♥♥♥ THIS QUEST IN PARTICULAR.

How was I supposed to know I should have took this quest at the beginning of my playthrough?
Yeah, I'm telling you of a way to switch off (well, sell) any amount of power in 3 clicks. Yes, it's suboptimal. Still solves your issue.
I'm not sure what your problem is.
1 That I have to sell my generators.
2 That I have to "WAIT" for the generators to be sold
3 That I have to "WAIT" 120 sec for a countdown to reach 0
4 That I have to buy back every generators I sold for this ♥♥♥♥♥♥♥ quest.
You don't need to sell generators, just need to deactivate them.
Yeah, I have to switch off 21 generators. Great Game.
