Is there a way to get the preorder bonus items?

Unfortunately no, you cannot get the preorder loot items.

The devs have no plans to release the extra loot items as additional DLC, so only those that pre ordered have access to those quests and items.

It sucks, but is par for the course for how the game was treated post launch.

Don't worry about them. They don't seem to make a big difference. I rarely found use for them.
