Report a translation problem
Every single game I've played so far, it's been one of the earliest loot items to spawn it's mission. I'd guess you missed your window to do it.
Don't feel too bad; I made a serious attempt to do the "get all loot items in a single game" achievement and despite always prioritizing loot item side quests and having 23 of the things in my lair now, I'm closing in on the end game with no sign of four remaining. Probably going to table future attempts to get it until there's a wikli listing all of their unlock conditions.
But its missions pay out the least and give the most heat of any lvl 2 mission. By the time you got lvl 2 outposts, its already obsolete.
Its quest is also like pulling teeth and has a nasty ending to boot.
Edit: According to the wiki you need to get to objective #5 of the main campaign, but NOT complete it yet. I guess it disappears if you progress to far in campaign?

Um, what? This completely ignores that the missions spawned by the horse take only like a minute. Yeah, 96k is less than what a long level 2 money scheme produces... in an hour. Bit of a difference there.
I believe it shows up after the 2nd set of main missions, *before* you get the ones tasking you with carving out the cavern. And if you progress past a certain point, it vanishes permanently. No idea if scouting different places help, but on my 2nd playthrough I've had most of the globe scouted since early on.
