Let me know if you observe anything different but from what I can tell, it's not a drain as they would be standing around, twiddling their thumbs anyway. If not, then it'll be another broken system to add to the pile.
Intel array and the screen needed to be manned in order for them to work so in late game you will still need worker minion.
Don't over build too much or build too much items you will need a lot of technicians to maintain your lair. The game punished you for building too much items. You really need to managed your limited manpower in the game.
It IS a drain, turns out.
Any time you start to feel the urge to declare "But what if this is... too easy? it's FREE RESOURCES!", remember that when they DO staff them (or the giant wall screens) workers drain stats as quickly as running an intel station.
I spent a while people watching to confirm this, and it can go from seemingly easy street empty slots "Oh god so many workers are exhausted all at once" with this quirk.
So yes, turns out it adds up and It is not "Nothing" or "For free". And goes a long way to explaining why so many workers kept rushing the nearby labs attached staff room and sushi bars even with every intel station set to science nerds "But it's nothing it doesn't do anything it's freeeee-wait, oh no. oh ♥♥♥♥. no it wasn't."
But it needs workers to 'refresh' the schemes on the map.
If that's true, then it is another system that needs rework/fixing. I can understand stat drain whilst using Big Screens or Control Desks as these have a separate game function (however unnecessary with regards to heat management) but if workers are undergoing drain whilst working Radio Repeaters, this would be bad game design as it's completely useless work. I'd need to observe this to be the case so will watch some minions to see.
Good point although you could possibly tone down the sarcastic condescension :P. I never stated anything as fact, instead I invited discussion and other opinions. It makes you come across as childish instead of helpful.
Do you know this to be true or what you believe/hope it does?
For refresh, that's just my guess. I don't know if scheme just auto refresh on a timer, or when a minion go to work on repeater when the scheme expire, then the scheme refresh.
