The initial upgrade is by default. but when they lose it they need the specialty machines to go from 50 to 100 again. As normal recovery items can only refill people back up to 50 tops.
If you only have one super serum machine, then only one muscle minion at a time below 100 health can be refreshed back to 100 health. Of you had NO super serum machine, then only freshly trained muscle minions would have 100 health and then they could never recover back up to 100. because beds, mess halls, and basic healing pods can only recover up to a max of 50 health.
Some people missing the point have tried to claim it is OP whaa whaa "it's FREE STATS" etc etc, but that is ignoring the tons of time wasted by discarded stat buffs through most of the game.
For example, Deception and Science minions get 100 smarts until the late tiers. Workers get 100 smarts early. a worker with 100 smarts training into a scientists or valet drops back down to 50 smarts for most of your tech tiers.
Now imagine if every single fresh worker that came into your base wanted to stop by evil 101 to fill up to 100, then went to train to another class, then lost those stats anyways.
even with the initial top off, it is a lot of busywork to bounce back up to 100, and so many jobs drain both smarts and morale at the same time that only one upgraded stat instead of both won't let people work much longer than if they had no upgraded stats at all.
That is already the case, except for newly trained minions.
If your minions get into a fight and get hurt, they cannot be healed above 50 by the normal healing pod, they need to go to their respective advanced healing items.
