Report a translation problem
You have to lower max Hitmen number available (so it's lower or the same as your current Hitmen quantity in the Lair), if you want to focus on training MA. As for MA, choose the number you want to be trained and then use manual training as "Muscle" to each of your mercenaries (preferably, not-busy ones). Once they get free, they will 100% start practicing as Martial Artists.
This is also how I've gotten around a similar thing in my game, it seemed it was just an allocation issue of different minion types being stuck on tasks/roles so couldn't make the other minion types.
