I agree heavily with this. Nobody has gotten a chance to see the mechanics enough yet that we can even begin to theorize on possible 'get rich quick' tactics. Veteran players of EG1 can tell you that if you don't interrogate the maid, the forces of justice stay in hibernation and you can leave workers all over the map to steal (or plot! pre-plotting the game was very helpful) for a couple of hours or so until you had more then enough money to last you the entire game. But that's because we've spent many hours playing the game and had time to notice the little quirks. (Or in this case, oversight)
As for EG2... we're not even sure which Evil Genius from one managed to succeed in taking over the world, let alone what kinds of financing options are available. This question is pretty superfluous at the moment. Now, if your'e actually asking what people think might be in the game, or what cool ideas they could come up with for making money in a game like EG2, I'm sure the community would be quite eager to discuss that idea.
So far all the following has been confirmed to make money:
You can from criminal networks to help work on finding schemes and stories on the map. The network itself sends a small trickle of money back.
You can run schemes on the map that make a good bit of money.
The casino cover operation makes some money itself.
It is unknown at the present time if anything else makes cash.
