What soft lock bugs are you specifically unhappy about, so that we can try to give you a way around them or fix them for you and the wider community moving forward?
You can go check my WARNING RETURN GAME NOW! ITS BROKEN! thread that was moved to tech support. also stated it some where in one of the tech support threads as well. I am at the point i will not play this game due to being ignored, told i could not get a refund by both steam and your company. So I'm here to help give others the chance to decide if they want to deal with a game that has ALOT of softlock bugs, or risk being one of the lucky ones that don't run into any and get to enjoy the game.
We have been working at getting rid of many of them in the various patches we've been releasing though, and where possible we've been happy to fix people's saves directly if that hasn't been fixed retroactively. That'd mean we could try and get you back to playing the game if you sent us a save file to fix those for you.
Edit: With this i would like to give some advise to the devs. what your doing right now is important, talking with the community when there is a major problem with your product. But we in the steam forums at least have recived almost 0 feedback from you in regards to this issue, (at least in the forums i have checked, including the pinned ones in tech issues).

thank you for posting in this thread to help warn others and give them the option to refund the game before they pass the 2 hour mark, to avoid possibly running into softlock bugs and saving themselves the headache.
It's rare enough with no easily definable cause (though mass amounts of people attempting to leave at once appears to contribute), and it's fixable by the player on most of the island maps by simply engaging combat or inducing panic at the docks. However, it can't be fixed by the player on Montanas Gemelas as the dock is unassailable to player actions.
While a lot of the soft locks have been thankfully fixed, this one yet remains.
It's not even that much of a softlock and more of an annoying design choice. I mean that they could've made multiple ways for tourists and agents to enter/leave the boat but they instead chose a single file line that everyone must use to enter and leave.
Even if it doesn't soft lock two of the three islands, I'd say it is still one the the last remaining soft locks that needs attention drawn to it so it can be fixed post haste.
Lure some Soldiers or Investigators to the area with a Henchman or Genius and they'll scatter. Once no one is actively at the dock, the boat should leave.
I don't understand all that bug drama.
Several solutions.
I have tried that reloading thing but it went back several autosaves and I just never noticed until I had to do a quest that involved Agents coming via boat.
High Alert didn't solve the problem, nor was executing Minions around the docks. Had to be Soldiers who got lured in because yet another Investigator thought it was a great idea to punch a Valet in front of all my guards...
