I prefer the map that has more potential space because is pretty easy to reach the research that allow you to destroy more solid rocks.
Also pay attention to the weakness of each map, so if you see that the map you choose is weak against the nation A (A is an example) then do not go for covert operations in that region at the start so you will be ok :)
Also one of the maps (the 2nd one) has the Eliport in the center, it means that minions have to travel a lot less to get materials, transpor prisioners ecc..

I figured building the true lair in the larger part of the lair (2/3) and then try to build an truly destartly infinity deathtrap for money in the smaller part of the lair (1/3)... if that still exists in EG2

Immediately put all my legal rooms closest to the Casino. Illegal (vault, armory, etc) in the farthest pillar.
Thing is you got to build 2 messhalls, 2 staff rooms, etc --- because things are less consilidiated. Not so much 2 infirmies and the like. But otherwise you get deseration issues.
Plus you start top to bottom, and only the top level connecting them all.

I think you can build everything on each map, the smaller map might require you to be more efficient with space.
