Also, I doubt you really need any of the pre-order items to be able to finish the game. They're probably nice items to have but that's it.
Other then that, i see no problem with pre-order exclusives as long as they are aren't pay-to-win. If it is just a prop or a skin that's fine. There is nothing wrong trying to market your product and Incentivising purchases.
As for why they do it. Preorders usually mean that Companies know in advance how much they getting for sure. And there are a few other reasons.
If you wanna wait for reviews. you can actually wait till tomorrow (monday) as that is when embargo drops. You will still have time to pre order if you like reviews. That is what I am doing.
This is what i am planning to do, i will buy it on 29 and see how reviews go.
The original Evil Genius had an exclusive pre order bonus, it was an entire henchman.
EG2 only has a couple of cosmetic items, nothing game changing as the base game has dozens of similar decorations. (just like the original had)
You were OK with EG1 having an exclusive pre order henchman, but you're upset that EG2 has a couple of cosmetics for a pre order bonus?
