To control the total number of minions in lair, the only way is to pause the intake of workers who then train and become other type of minions. It is not about free workers or workers itself. Can't keep deleting lockers to limit minions in lair.
Let me give some food of thought.
This PAUSE HIRE button will enable you to build a permanent 300-capacity locker room requiring no expansion. Start the game with it and don’t bother researching locker upgrades and minion capacity upgrades. How convenient it is.
This PAUSE HIRE button gives the flexibility to reduce or increase the total minion count in the lair at anytime without worrying about lockers and research upgrades.
This PAUSE HIRE button is convenient feature who wants to play in a minimalistic way with less number of minions and items in lair.
When we can control the number of other minion types, why can we have the same control for workers?
As of now, we can only control the minion capacity in the lair by lockers. We either build or delete lockers to have control over minion head counts.
The other alternative is to lock the lockers to limit minion intake. I am fine with that also.

I honestly don't see the point in any of these below mentioned features.
Research: Only 23 out of 80 research elements are enough to complete the campaign.
Henchmen: IRIS, Eli, Dr.Ming, Jubei This useful, easily available in the campaign is more than enough for campaigns. What is the point of the rest base game and DLC henchmen?
Décor/Traps/doors/stats improvement items/other lair items – pointless
Loots a large chunk of game content is optional, one-time use.. pointless addition
DLC: Developers admit it is optional and do not provide advantage to the game.
Sandbox: How often do you use?
You can skip researching minions and control everything with lockers.
I still don't understand your desire for fewer minions if you've already built enough spaces to accommodate more.
Why are you building a lot of lockers if you don't need that many minions?
Read this again.
Flexibility to "reduce or increase" the total minion count in the lair at anytime. Building lockers to max capacity is done to be ready to increase minions anytime.
Why? Micromanagement, having lesser minions in lair. When need be or situation demands, increase minions and then reduce the minions back to a fixed number.
For instance, you have 4 mission queued up - perhaps 40 minions are going to leave, but they haven't yet, so you capacity is max and those trained specialist mission as a waste at this time. Once minions has left on mission you can then obtain the trained specialist through the world map mission without losing any of them because some stupid minion has just been auto-hired.
It's an edge-case but I've experienced similar many times - mostly through bad mission planning and button clicking excitement :)
It is the basic and fundamental. The player should have control over how many minions can be in the lair. This is currently determined by lockers. So to control (increase or decrease) the number of minions in the lair, you either increase lockers or delete lockers..this is not practical way. Hence I ask for a pause hire button. Developers should have given it by default.. it is up to the players to use it or not.
See you already gave another use case. This is a very useful feature which users don't understand because they just rush through the campaign.
I have all achievements done...so I would like to play the game slowly without
fast forward
Without rushing any main objective
Micromanaging and adding minions by choice of trait
slowly increasing minions
Training minions when schemes demand
Having few minions in lair..(easy campaign does not need more minions)
Experimenting with the muscle force, etc
All this require "a pause hire button." I really wish developers see this thread.
Also want to brainwash a soldier to jump straight to a mercenary? You don't want the slots being constantly taken by more workers coming in but you still need the lockers.
See, another use case.
Just capture soldiers,saboteur, rogues, investigators and brainwash them skipping the training part. This matters while playing the game slowly.
then immediately one more gets hired.
PAUSE HIRE is an optional feature, use it or not. There are so many items/features which are not regularly used.
