Report a translation problem
There are some things that trigger the super agents to move to other areas. Also they sometimes disappear overtime and even move to areas that have no networks if you are not doing anything in the other areas of that region even if they have a network. Also it is not true cancelling a scheme will make it so they are not able to finish the investigation and therefore they won't visit you. I have for about 20 hours now been doing schemes on areas with super agents and as long as you don't finish any scheme including the heat ones, you are fine. What I do is I bait the super agent to a lvl 1 area by doing paid heat reduction and or short money schemes back to back. Keep in mind that upgrading a network to lvl 2 will send them immediately there unless they are currently investigating an scheme. So set the lvl 2 and do nothing on it then bait them to the lvl one area. Once that is done start a long scheme on the lvl 1 area and use you lvl 2 normally. That will lock the agent into "investigating scheme" in the lvl 1 area. once heat is critical simply destroy the network are replant it and the agent will still be there. Do this until you can actually deal with the consequences of trying to face them. Also bear in mind that agent steele is different since he can be in any region but can still be locked.

Side note i am pretty sure some of the programming behind symmetry is a bit unstable. I have had her barge in a few times with TEN rogues backing her up sometimes. And since they do enough damage to outpace practically everything defense is next to impossible.
