I effectively have limitless money with every region on the world map at Stage 4 Criminal Network and maxxed out 300 minions, but I still require about 70 technicians in my roster.
When you're running 9500 power, $1,600,000 in Vault storage and a bazillion other items across all the other types of rooms, it adds up to a lot of items that need repairing.
I ~could~ build so much more. I have maybe half the basement and all of the 1st and 2nd floors built. I have nothing at all on the 3rd and 4th because if I built anything else, despite my limitless money, the Technicians simply couldnt get to everything in time to keep everything functional.

The Sands of Time is a useful Loot item, unlike most of them. Any items in its radius that lose durability / need repairs are auto-healed and never need attention. Great to put it in a spot with lots of small, individual things like Gun Lockers or Beds or Training Machines.
The sands of time is a great boost to base maintenance, but ultimately a drop in the river. The healing aura gives fixed regen to anything in range, so it works best with a ton of small devices like beds.
The combination of mega vault+generator adds a ton of base maintenance as you scale up. Tragically, the overall space efficiency is not very different to using medium tier shelves. After all, you're using a gigantic generator room just to store money. So instead of 1 tile for $10k gold it's really 5'ish tiles for $10k gold, after including generator support. Stick to medium tier shelves for disgusting 1/4 map vaults.
Just turn off the mega vaults. They still hold gold while unpowered. The value of your time individually turning them off is another story.
