I saw multiple agents got mowed down because they come running with batons, and these agents have double pistols and just keeps shooting them down.
Right but I'm still wondering/guessing that you need "Muscle Minions"/5 worth of racks to ensure everyone is armed eh? Like one rack worth of pistols won't outfit 6+ guards.
Presumably. But realistically guns jam, break, need repairs every now and then (or weapons in general), perhaps you need some extra weapons to ensure everyone is armed. That seems to be a central theme in the game; making sure there's more than enough of x to ensure y remains functional.
So you need melee fighters to lock enemy in place from all sides, then ranged fighters can shoot from distance. If a guard with a rifle is forced to fight with close combat enemy, then they automatically goes fist fighting.
This is why we always need at least 2 racks of batons, so some guards can act as a tank, while others can dps from the distance.
