I have faced this issue several times when I used to play this game. Hope developers consider this mindfully and fix it.

Evil Genius should have control over the automatic flow of workers in to the lair. Add a pause hire button or an option to set the number of workers in the minion training screen like what we do for other minion types.

Edit: To kidnap Julius Bird in the first Eli Barracuda quest, I just confirmed that you only need a level 2 criminal network (which I already pretty much remembered). You don't need biologists - just scientists and whiteboards to research tier 2 upgrades. You have to kidnap him again in the third and final part of Eli Barracuda's story, but it doesn't sound like that's what you are talking about, and you literally MUST unlock biologists to even get to that point. So I think you might just be confused about what the game is asking - try researching level 2 criminal networks with a scientist and whiteboard, then upgrade your Eastern P.A.T.R.I.O.T States network to level 2. It should be working fine then.

What do you mean by "upgrading sensors"? Do you mean upgrading your criminal networks to the next level?
You still can't cancel sidequests, but I'm a bit confused about your situation.
I'm assuming that you are on Eli's first mission, where (I think) you have to kidnap Julius Bird. It sounds like you're saying that your criminal network has to be leveled up in order to run the kidnapping scheme, but you can't research the criminal network upgrade because it says you have to advance the campaign first (which really just means you have to reach the point where you unlock biologists).
So correct me if I get this wrong, but I think the full chain of problems you're describing is:
That's my best take on what you're describing, but I think you might actually be misunderstanding that third point. You shouldn't need level 3 criminal networks that early in the game - kidnapping Julius bird requires a level 2 criminal network, I think I specifically remember that from my last playthrough. And level 2 criminal networks can be researched by ordinary scientists
But at some point early in the game, there IS objective to upgrade 3 of your criminal networks to level 2. I don't know if that's part of Eli Barracuda's storyline. but try doing that and see if it progresses your main objective. Maybe there was a misunderstanding.
I'll speedrun a new save file and see if I can recreate the problem you're describing, in case that helps me understand it better (and because I'm curious). But try upgrading a couple of your other criminal networks as a first attempt to fix it.
Yeah you say it right. I play it in German, so I dont really know how to explain in right in english.
You list it right. I started the Eli Barracuda side quest. Because I dont know that I need criminal network Level 2 to contiue it. Yeah it was at the point where I need to kidnap Julius Bird. I got stuck there and need to load an older auto save. I gut stuck again later in a other side quest, that also need criminal network level 2. Now I focus on the main quest until I have all the criminal network before I start any other side quest.
Stupid that they dont get it fixed after so many years.
I just edited this into my previous reply before I noticed that you responded. Here is what I just typed in my other reply:
And yeah, a lot of side quests are going to require level 2 criminal networks, but you should definitely be able to get that upgrade already. To upgrade the criminal network, click on the radio tower that is right next to the Julius Bird mission. It's in the same region (Eastern P.A.T.R.I.O.T States is what it's called in English, same place where the United States is in real life). When you click that radio tower, you can start a scheme to send minions there and upgrade it to level 2, as long as you have the level 2 network unlocked in your research menu (which is in the popup menu in the bottom left corner, where your scientists upgrade things - it's in the purple tab, and you have to research the computer console first).
I don't think the tutorial explained how to upgrade your criminal networks, but that's how you do it.
Still annoying that they dont upgrade it. But I think the developers dont work on the game anymore anyway. Same with Genshin Impact. Why let me start a quest, If I cant finish it anyway because I need something later in the quest that I dont have? Stupid.
Well now I have level 2 and can continue my mission to turn the world into Gold.
