Trying to find and edit GameOptions.txt file

I'm trying to figure out how to get rid of this stat randomness upon level up by editing the GameOptions.txt file and its driving me nuts that I can't get it to work.

OnLevelUpStatsGainRandom=0
You don't edit the one in _examples folder, you edit one in the plain customdata folder in your My Documents, assuming windows.
If no file there, make a copy of example and remove basically everything but version number and make the number lower... like 1 instead of 2.
Read the one in _examples to see full list of editable things. Also remember to "turn off" some settings via typing ; in front of the line like the file says if you only wanted to temporarily use some change.
