First of all, it has exactly zero penetration power. A primary weapon that doesn't have at least 1 penetration point is doomed to be a gimmick in this game, unless it's something like the ACW, with strong damage per shot, explosive rounds, and/or compatibility with the Fixer's "Power Shot" perk.
The next problem lies in its design. It looks like the designers wanted to introduce an SMG with the best rate of fire shooting faster than any other gun, including the Compact SMG and LMG. It is a slippery slope because rapid-fire weapons are hard to balance: they need to have a significant weakness in another area in order not to be OP. The most intuitive decision to balance such a gun is to reduce its damage per shot, which is exactly what we see.
Of course, it needs to be pointed out that it's an SMG, which is the worst primary weapon class in the game. Even Medics ditch SMGs in favor of something more powerful eventually, like shotguns, rifles with at least +2 penetration, or the Assault Carbine or Assault Rifle, which acts as a better SMG.
Yes, it goes brrrr and is fun to shoot, but it will remain a gimmick without a fundamental rework. Given how low its damage per shot is, its penetration power deserves an increase, perhaps at least by 2 points. Then, it should be tested on pyramids to decide whether its penetration needs to be increased further or decreased.
