Nope. You have to buy tier 3 weapons unlock and pray you get good RNG.

I have seen it when you purchase tier 2 weapons. It will give you one tier 2 weapon and one tier 3. It's 150 points to buy tier 2 so give that a try.

But it's still RNG. There is no guarantee one will drop and it becomes a real drain on resources, fishing for that one weapon.

In Challenge mode there is a mutator that gives all players/bots crossbows in campaign missions as well as being the only primary weapon that can be found during runs.

It's good fun when you have the crossbow upgrade that gives explosive bolts, all the friendly fire effectively turns 'coop' into 'deathmatch'. :)
