insane fps drops

I had issues before so i upgraded my whole pc and im still having huge frame drops even when im getting more than 250 fps? every time i start moving or move camera around my fps just constantly drop 250-40

old pc specs
r7 2700 - rtx 2060 - 32 gb 3200mhz
another pc
rx 6700 xt - r5 5600x - 32 gb 3200mhz
newest pc
rx 7800 xt - r7 5700x3d - 32gb 3200mhz

Have you tried removing motion blur, turning down Post Processing and turning down Shadow details? I had a lot a problems with sudden FPS drops until I went in and tweaked those things. Game doesn't look any different to me after tweaking. I think that they did something to the engine in a recent update that screwed up performance as I almost never had problems before the Vegas DLC.
