Yes, max level 15, just like all other weapons. 3 slots for perks just like all other weapons. And a couple skins, just like other weapons.
Easy. Fire up Moscow-chapter 1 a sign from above. Look around the map for the weapon. If you dont find it, restart. If you find it, pick it up, dont deactivate the security panes in the second room, but let the alarm go, and the zombies keep coming forever. Level your weapon, when done, suice. Buy the upgrade. Rinse and repeat till its level 15. Do it on easy difficulty with bots. Fixer class with breaching charge increases chances. Hope this helps.
I have no perks for it yet, lvl 3 adds 4 more bullets in a clip and +1 damage.
I find it very accurate weapon, and with right class it will be deadly.
And it is definitely fun to play.
Yes, okay, it can be a fun weapon, but a tier 3, that has worse stats than tier 2s? Kinda weird. Honestly, I would have made it a tier 2, or maybe even tier 1. Then it would be a nice early game find. Now its meh when you find it.
and also oddly the stats dont show the range of each weapon even thou that statistic exist - so I would expect this rifle to have some kind of sniper level range at least
otherwise it really is redundant choice when comapred to other semi automatic rifles
and if the guns is to be a Tier 3 weapon then it should have sth really good to show and distinguish it from Tier 2 guns like it could have by default the scope and ironsight like the sniper rifle perk. Then it would at least be somewhat an interesting choice to run with
Here are the stats at level 15. In [] Brackets I put the values after I apply my perks of choice to the weapons.

It's base penetration should be 2, raised to 3 with leveling.
And it's damage should at least be up to par with the sporting carbine. The way I got it configured, the sporting carbine has 11 damage. This weapons has 8. Only thing this weapon does better than the sporting carbine currently is accuracy. In ALL other aspects, it's weaker.
Give it 2 base penetration that goes up to 3 at level 5.
Give it 10 base damage that goes up to 11 at level 3 and to 12 at level 5.
OR
Make it tier 1 and spawn early on. As a tier 1 this would be a beast. As a tier 2 it would be a worse version of the sporting carbine. As tier 3 it's more disappointing than the Maginot line.
