Incredible, release was planend like they are new on the market....
First, the "Explorer" weapon pack is just 4 cosmetic skins for guns but:
1. The M14 rifle is not fully upgraded (weapon skins force you to use guns with specific stats so if your m14 is at final tier it'll do around 7-9 damage depends on which upgrade path you pick), this skin forces you to the mid tier version which deals only 5 damage
2. The shotgun stats are the same as the one you get normally, but this shotgun is underpowered and overshadowed by even the starting pistol
3. The FAMAS is the same case as the shotgun mentioned above (same stats as fully upgraded one you get from just playing and unlocking)
4. The MP5, also the same case, and you already have one DLC skin called Hazard which is included in the normal version of Aftermath
Second, the 2 melee weapons:
Melee weapons in this game just got revamped and they now have perks, these 2 melee weapons from Deluxe edition are rendered unnecessary unless you want more variety as some melee weapons you already get in the game have perks that are way better (All melee weapons except the Katana is unlocked immediately from the beginning)
Are you really sure, that skins are tied to weapon upgrade state? And not a general weapon?
All gun skins have similar stats to the ones you can upgrade in the game, except a few of them has like 1 or 2 number change around just a little bit so the performance is really similar, there is a variant of M14 you unlock later when you prestige a certain class that hs better stats than the final normal version of the M14
Weapon skins except for the golden ones all have silencer from the beginning so you can shoot them without triggering a horde, when you reach the final upgrade all guns will have silencers as well
TL;DR You cannot apply gun skins to your guns like most games, they are custom ones with their own stats
