Problems with Vulkan option
When I put the DX11 option, everything looks perfect, but when I switch to vulkan it looks bad and with blurry textures.

The PC configuration is the following:
- CPU: AMD Ryzen 7 3800XT
- GPU: AMD Radeon RX 6800
- RAM 32GB

How can I to fix this issue? is this normal with AMD components?

There are only 3 options that are appropriate for your situation: FSR; Dynamic Resolution Scale; Resolution Scale. If some of these options are enabled - everything will look blurry, as you described. Dynamic res and FSR doesn't work with DX11, and maybe some of these options are enabled by default when you switch to Vulkan. Anyway, check 'em, maybe that's the problem. My personal bet is on FSR. Any of its options besides Ultra looks bad and blurry asf.

So if everything looks perfect on DX11, why does it matter if vulkan doesn't work?

Because Vulkan works better, you can have the same graphics with more fps and it has Ray Tracing.

Almost identical system and I am experiencing the same issues too. Has nothing to do with FSR (which is not enabled btw) or texture settings. For some reason when I use Vulkan api textures are not loading properly or something. It's only certain textures like character models and certain posters. I have tried uninstalling and re-installing. DX11 looks fine but obviously isn't as good as performance since I am using Radeon GPU. The game performs fine in DX11 and is the way I'll probably play for it now.. just a bummer that I can't use Vulkan since the performance is significantly faster on AMD versus DX11.

Sidenote: I don't believe WWZ Aftermath has any raytracing even when using the Vulkan API mode. It does unlock the ability to use FSR though which is locked behind using the Vulkan API.

Vulkan does not work better for everyone. For me it looks washed out.

Also, this game does not support Ray Tracing.

vulkan works better on nvidia
i have a 3080ti for me is dx11 better vulkan frames are unstable for me
