PROBLEM: Startup screen is half blue, characters, everything in-game are blinking

I do not know what is wrong with this. I have Intel corei7, vid card and did the necessary troubleshooting steps (even uninstalled and reinstalled the game).

UHD, whats the VRam of that chip? The only UHD computer I have is a laptop with 1gb VRAM. You need 8gb VRAM to play this at least.

Edit: The newer laptop UHD chips are capable of playing the game, so you will have to give more info like borsdy said.
