It might be a problem with Steam Online services then.
They were often affected by big sales, everyone is refreshing store pages making huge traffic on Steam's back-end servers, not to mention intentional DDoS attacks in the past...

I was playing in private session and also offline. So I think it's really absurd that we need to being connected to servers even in offline mode. That being said, yup, something definetely doesn't work.
