samples spawn only in campaign missions. also samples provide coins once again only on diff 4 and 5.
if you want to get coins and play lower difficulty then i'm afraid your only option is doing challenges.

I can confirm the virus samples only gives gold coins, at least in normal and hard difficult.
Blue coins you have to do the missions or play in higher difficulties, but i don't see a way to get the coins faster.

The problem with this game is economy, even gold coins are super grindy and you need metric ton of them to do anything, blue coins are on a whole new level of stupid. Probably why not many people stay playing for long, it's one of the worst grinds I've seen in a very long time and for no reason.
