Documents dont spawn

Is there a prerequisite for the documents to spawn in a level? I know there is always one and I did multiple runs looking for them in all the spots others on the internet found them and I could not find any.

You have to specifically be in any Daily or Weekly Challenge.
They do not spawn in the default campaign (which is probably where you were on).
