if you start your mission in public mode usually aftet 5 minutes people will join you by using the quickmatch
and if you use quick match by yourself it would be even easier
and make sure that you haven't disabled "crossplay" in the settings

There is almost no one playing in the normal or hard modes.
So I was forced (In a nice way) to up my playing. Now I do like Insane difficulty.
But still, Extreme is annoying. I only managed to clear it or maybe I just got carried twice. 😉

Edit: campaign. Multiplayer is pt much dead
They spread their playerbase too thin with all these modes. Plus every campaign mission having a 5 or 6 difficulty settings that you have to queue for separately, plus challenge maps, plus horde mode, and all those useless PVP modes. You can't just queue for everything at once. It's dumb.
I see the point you are making and the problem you are pointing out is a legit problem.
However, it's not "dumb" because no one would want to "queue for everything," because not all difficulties will be suitable for all players, and the difficulties that will be suitable for a particular player will be directly tied to how far that player has progressed their account or not.
I.e:
- A player with high progression will have zero fun on the lower difficulties, because their characters will be vastly OP in those difficulties and they will have zero challenge at those difficulties.
- A player with low progression will have zero fun, and will be pwned instantly, if they try playing at the higher difficulties, because their account will not have unlocked enough stuff to make the higher difficulties be survivable for them.
So, in other words, the problem you are talking about is a natural byproduct that arises from the game's progression system.
And a "queue for everything" button would result in all players having a horrible experience most of the time, for the reasons that I just described.
