Making weapons that were never designed to be used like that requires a lot of development focus and spending.
Next, if they did people would complain about the weapon spread because your bullets dont really go straight. Pretty much only a couple of weapons fire directly where you are aimming and everything else has a spread. So if they make ADS possible people would complain about spread next.
What we have is a lot more than I expected to begin with.

Development time wasted on a feature that doesnt improve the game.... development on more content that expands game?
I mean, he isnt wrong, this is basically a horde shooter being also pseudo-stealth, as the game changes if youre doing things silently or loudly, ADSing to use actual sights other than the sniper scopes is rather unnecesary, itll take more time, resources and money to get what you want, rather than focusing those 3 to try and fix some things with the game, mainly the servers, on top that seeing is more important than looking through your 1k USD aim pro red dot on your TMP, seeing is by far more important than looking through your sights for immersion or "better aim", and just like Jackal mentioned earlier, the spread on the guns is way too big, even when you ADS, very few weapons do shoot where you aim and those being the semi auto rifles and the M82, everything else is spread as much as possible even when ADSing, and you wont want to be hindered when going against a swarm by how slow you become just from raising your gun to be more accurate

You are harping on me for wanting actual developer focus on expanding the game with more maps and such while you are wanting them to focus on something that literally won't add any more depth to the game.
What do you personally benefit from being able to ADS?
How does that change your experience?

Also, if they do ADS we are going to have none stop complaining about weapon spread next and the people who demanded ADS wont even be playing the game anymore anyways. Tell you what, I'll swap the logic since you think this is okay.
I want the option for over the shoulder 3rd person view in B4B. By your logic developers should focus on that because tons of THE MOST played games are in 3rd person. Fornite more than quadruples the most played first person shooter game on the market so yeah.... does it make sense to really do that in B4B? No. The game isnt meant for it.
I mostly care for scopes not so much ADS.
Well, I can factually tell you that adding ADS would eat up development time and would be less impactful to gameplay longevity over adding more maps, weapons, classes.
And again... you would be up in arms if people were demanding 3rd person in B4B.
