But you do know transferring the save file from Epic to Steam is incredibly easy, right?
This was released there first over 2 years ago.
999 players have everything unlocked, best weapons, perks and whatnot i assume, yet, they have worst results than new players starting from 1.
I say let them get on with it. They're the ones embarrassing themselves as they get downed every five minutes, despite all their upgrades, and they're the ones who will give up on the game after a week because there's no sense of progression.
I got gifted it on steam so I have a 921 on Epic Games. Got to like high 50s low 60s in 2 days on Steam version. Higher difficulty and an effective group makes for easy leveling. There are also 2 missions which are better then others to grind for exp per hour if your an efficiency nut like some are.
Besides being level 999 doesn't meant they wont get destroyed if they are in fact doing any of what is suggested or suspected by above so it really doesn't matter. That said enforcing a latency lock would be very welcomed since this game has latency issues in co-op multiplayer as it is without having someone from China intentionally playing in the wrong region for who knows why.
If you see console player not having 999 level - don't even waste your time playing with them, they unlikely even know the name of the game they are playing
Thats a pretty toxic approach. Better to play with them and if they do really stupid stuff then block them so your less likely to be paired with them again. This way you don't alienate some of the better console peasa- I mean warriors.

Unfortunately man, 99% of them are like those so you as well can just block them all. Most likely any 1 level PC player will have better overall results at the end of the mission than most of them.
A good thing is - you can disable crossplatform in this game, thank god.
Best bet would be to find a group of competent people and group with them. If I ever find one thats the plan anyway.
