Vulkan is not the answer for everybody. I get 100-150 fps @1440p with DX11, all game settings maxed.
@1440p I get better fps with DX11 and it looks far superior.

Nope the simple fact is that your CPU is almost 10 years old and obsolete at this point as PC technology has come very far since 2012. Your CPU is actually so old and outdated that its inhibiting your GPU from its full potentential, and your RAM isnt doing alot of good either on such an old system. The only way you can get better performance is to upgrade, or in this case, relace your whole system but keep the GPU. Thats it, no way around it.
Some games might do that, but i doubt WWZ is one of those games since it's not very "high end". The game is just poorly constructed and optimized. Game crashes randomly when the game is working fine. They put little effort into fixing issues with the game.
Some PC players with mouse and keyboard have walking forward issues, this is related to the stutters the game has. Crashes for the most part are likely related to the stutters. I get longer stutters in longer missions, which can lead to the game "freezing", game is running fine but you can't do anything, closing the report window, will shut down the game, it's like a false report. This issue is also present on consoles.
