It only functions with min. 2 votes, and if you're alone with someone else that you want to remove and the other slots are bots, your single vote will not pass.

You'll see current votes cast in the format of 1/2, 1/3, 1/4, etc, depending on how many players are in the game. Where 1 is your vote.
If no one else is voting along, then your vote will not count.
1) People don't know how to vote. It's not press F1 - for Yes or F2 - for No,
You need to go to party menu and vote there.
2) To my knowledge, there is no majority voting, only unity voting.
So for example 2 kick votes out of 3 means offending player won't be kicked.
Maybe it is a good thing kick voting doesn't work. People tend to abuse it. For example if you explored the map and the host wanted to speed-run the map - you were kick voted; or in case you were pinned down a few times they kick vote you. You picked up a weapon that host wanted to farm XP, you were kick voted. Basically for some BS reason all progress for you were lost.
Ahahahah, fair enough.
It wouldn't hurt to rework the kick system.
Aside from making it easier to acess (I think it's fair to say most of players don't know how to call up the kicking process) if you're the lobby creator with only 1 other player, your vote should count and overrule the lack of others. Unless there are at least 3 total players, then by all means, democracy.
I don't recall the exact steps, but you can view last player list and block / unlock him there.
If someone is really trolling or using cheats, you can always report him.

I get what you mean, I played L4D 2 a lot, it has much better kick voting system. Nonetheless it was often abused in L4D 2.
