It is known that nvidia 1000 series are not vulkan friendly, maybe thats your case .
I read on your profile that you have a 3070. Are your drivers up to date? Sounds weird tbh
Unfortunately, it's stuttering on Vulkan even on a 3090 for me. DX11 is pretty stable with no input lag/stutter at all.
SOOO DAMN ANNOYING!!!!
I really don't know much about Vulcan other than Dead Army 4 defaulting to it. The game ran good, so why change anything.

Sorry, tired...I mean Zombie Army 4 and Vulkan.
Vulkan FPS 109 GPU 98%
DX11 FPS 69 GPU 59%
If i use Vulkan i get 120 fps and no stuttering :/
You could try to hard lock the FPS in your driver. For NVidia, you can find this option under 3D Settings -> Global Settings -> Max Framerate
This option can be turned on for applications individually as well. Personally I use a global hard lock for the frame rate and set exceptions on the application settings for games on which I desire more FPS. I use this option basically to reduce power consumption and heat.
