DX11 FPS 69 GPU 59%
Odd DX11 sucks so bad.
0 difference then.
When you calculate both up to 100% GPU, DX11 is actually faster than Vulkan
69 FPS at 59% GPU equals to 116FPS at 100% GPU
109 FPS at 98% GPU equals to 111FPS at 100% GPU
Could it be that you've enable VSync or a FPS Lock (either ingame or on driver level) while using DX11? Vulkan consumes all your GPU resources while DX11 does not which brings up this assumption.
Could also have other reasons why the GPU will only be utilized up to 60%. On the other hand, 60% reduces power consumption and heat production significantly (a reason why I lock my 3090 to a certain FPS). But in comparison with equal GPU consumption, DX11 does definitely not perform worse than Vulkan. Vulkan's benefit is first and foremost the FidelityFX on which you can improve your FPS by downscaling the calculated picture and upscaling it afterwards (the process is more complex but that should be enough explanation for now ;) )
You should use vulkan if you don't find any problems. If you have bugs, game closes, stutter....stick to dx11
