It's pretty famous and i feel Doki Doki took a lot of inspiration from it. Hell, the base premise is extremly similiar and i feel DDLC actually plays with the expectations players of Higurashi had.
The first game that came to my mind, was "Pathologic". It was a Russian survival horror game from back in 2004. They are remaking it, and the new version will be coming out in 2018. But the 2004 version is very much worth a play.
On steam, maybe Eversion (the dev himself cited it as a source of inspiration), Pony Island or Oneshot. The Zero Escape series might also satisfy you, though it's more of a sci-fi thriller.
There are also a lot of low quality rpgmaker games with vaguely similar mechanics, but they're usually not worth the time.
The Stanley Parable
after that, you can get - The Beginner's Guide (it's from the same developer as Stanley Parable).
Now these 2 games aren't visual novels and they're not related to anime or anything of that sorts. They're not even horror games, but they're just something else.
"Similar" to DDLC in a way that they're actually vastly different from what you would expect from traditional video games.
In the meantime I have played through one route of it's and I definitely second that recommendation!
It's quite a bit different from DDLC.
It doesn't try to set up an overly lighthearted atmosphere early on and the main-character has a severe problem. So the whole atmosphere is quite a bit more serious from the get-go.
It also is not a horror game. But what it does is setting up a lot of anxiety because you can actually fail. I ended up with an emotional-rollercoster. Not sure if all routes are like that but I'll try to find out!
