By definition Natsuki can't be a victim anymore than if I drew a picture of her and then ripped it in two. Functionally identical.
Monika however is one of the most messed up and tragic victims I've ever seen in any fictional narrative. What she goes through is absolutely existentially horrible, and nothing she does is actually malevolent or even bad in any way. What she did was also functionally identical to ripping up a piece of paper.
Monika is in canon the only sentient being in a universe of fake mockeries. That realization must be absolutely mind breaking. But to add insult to injury the gods have mocked her by putting her in a game where she can view the existence of another sentient being from a distance, and yet be the only person in her universe who is not allowed to be with him. After trying her best to screw fate and god this sentient being gets unceremoniously deleted for being evil by that one other sentient being in the universe. It is beyond unfair.
The only victim here is Monika....
