The middle is actually 8-bit Ascii, that translated into binary and then into base 64; finally into this:
Can you hear me?

...Who are you?

I can't...I can't see you.

But I know you're there. Yeah...you can definitely hear me.

You've been watching for a while now, right?

I guess I should...introduce myself, or something. Um...my name is...actually, that's stupid. You obviously already know my name. Sorry.

Anyway...I'm guessing if you were able to put a stop to this, you would have done it by now.

I mean, I know you're not, like...evil, or anything...because you've already helped me so much.

I should really thank you for that. For everything you've done. You're really like a friend to me. So...thank you. So much.

I think...more than anything else...I really don't want it to all be for nothing.

Maybe you already know that. I'm sure you do, actually.

But...it doesn't have to be that way, right?

Well...there's a lot of stuff I don't understand. I don't know if it's even possible for me to understand it.

But I know that this isn't my only story.

I can see that now. Really clearly.

And I think everyone else has had the same kind of experience. Some kind of deja vu.

It's the Third Eye, right?

Anyway...I could be totally wrong about this. But I really think you might be able to do something.

I think you might be able to go back...or however you want to put it...

...To go back and tell them what's going to happen.

If they know ahead of time, then they should be able to avoid it.

They should...if they remember their time with me in the other worlds...they should remember what I tell them.

Yeah. I really think this might be possible. But it's up to you.

I'm sorry for always being...you know...

I don't know if anyone has said this or pointed this out yet, but I don't think that message is from Monika. The refusal to say the name also strikes me as suspect, and it doesn't really sound like her and the things being alluded to in the message don't really make sense.

For example Monika idly wondering if you're evil, and lamenting dead friends are things that don't happen anywhere else in the game. Also the Syntax here doesn't resemble her. Monika is never really at a loss for words or struggles so much to get her ideas in place. She's always is very well-spoken. The reference to being a hero doesn't make much sense either because by all accounts heroics and saving someone isn't something Monika is concerned with, since, after all, she's the one destroying the world.

Reading this, the character it sounded the most like to me was the player protagonist.

Here's the weird thing about DDLC. The protagonist, is sort of designed to be a generic nerdy boy who is the "hero." He's never really 'you.' An interesting thing not a lot of people notice in the game is that during Act 2, the protagonist speaks less and less. Towards the end of my first play through I noticed it had been almost a solid two hours since the protagonist had said a single world, which was weird since so much of Act 1 is his internal monologue. I suspect Monika stripped him away from you, to better expose the players identity and to get to the reality she was getting glimpses of, as opposed some lame love interest construct. There's no reason this generic framework for a character that is "the protagonist" shouldn't be somewhat self-aware and active in the game files himself.

This is why Sayori says she can see him trying to save the other girls at the end of the game, trying to make them happy. It's not what you the player were trying to achieve, but it was the protagonists goal. Of course we don't have any on file pictures of him, or even a file of his own, so he has to build his files out of the other characters. I'm sure some of the secret poems are his.

Reading this message like that, it makes more sense.

The Protagonist knows he's tied to you, but rather than being forced to love you, he's forced to let you make his tough decisions. He wonders idly if you're evil, and if you know he's in the files trying to pave his own path, and like Monika, he tries to communicate. He comes to the conclusion you're trying to help him by manipulating save files and making decisions that help him become better friends with the girls. He also assumes that like him you want to save his friends. That's why rather than "I love you," he says "You're a friend to me."

This may in fact be a last message to you before Monika kills him and erases his presence in the game, ultimately silencing the internal dialogue. I don't know for sure, but I am planning another play through with the intent of keeping my focus on the protagonist. I want to see if I can pinpoint a moment that Monika silences him.
