Here's a hint for it:
The key is to make it so all the bombs are close enough to each other so that Koan can disable them all at once.

So I had no idea either.
I knew you have to calibrate the bomb setup to make Koan happy about it... but I had no idea how you're supposed to tell.
So after trying a few random attempts to see if anything could clue me in on what works better I ended up brute forcing through the possibilites.
Pushing Down and then Right gives a setup Koan had confidence in for me.
The chart looks like this:

So it seems that he will swim into the - in the middle of the bombs and disable all of them, although I may have missed something.
Kill the landlord and press Up then Down on bombs and Koan upon failure will become a much better item than on success.
