How can i get this achievement - "Impenetrable - Have over 200 shield points on a character in combat. ", if the raise Max shields cards don't stack???

I haven't tried it myself, but I think you need three Technician-Shield experts and build them to maximize the shields. It is the lvl 10 equipment combined with the Shield Mod bonus boost (as well as the max shields skill bonus of course) that will then increase your shields so much that the Shield Boost skill brings it over 200.

Maybe a Lout Drone would also be helpful in this respect.

Thx, but i got it now with just one Technician (easiest to do at the end with lvl 9-10 items), who has 250 Tech, Shield Expertise max, best two shield core mods with the highest % shield restoring effectiveness, maxed out Hacked AIDrone, maxed out Shield Boost, also in every item highest % Max Shields. Then in a fight the AIDrone randomly boosted my shield, then i just used Shield Boost card and voila, Achievement unlocked.

Nice to know that you can do it with a single Technician.

How I achieved it: Use 1 Technician with Shield Expert. Max the following abilities: Shield Boost, Shield Expertise, Team Shield Amplifier, Efficient Recharging (?). If you have the DLC use crafting to make all custom equipment rerolling every piece until they have the max shields upgrade. I used a Shield Core with 2 nodes and 2 Tech Tools with 2 nodes each. All of them had the max shield upgrade. Your base shields should be around 110. Then all you need to do is use shield boost.
