It's the same reason you couldn't fully strip Anaye in Estival Versus (and presumably in PBS).

The IP holder gets to decide what they'll allow their characters to be put through when they make guest appearances.

In this case, Idea Factory didn't want Neptune getting groped so they asked for that to be disabled.
