It's the same reason you couldn't fully strip Anaye in Estival Versus (and presumably in PBS).

The IP holder gets to decide what they'll allow their characters to be put through when they make guest appearances.

Yeah it was already stated why. The people didn't want the loli to be lewded to much. So they didn't let it go to far. But allowed the appearance of nep.
