You can play with strong winds but if you choose a ghost who played with zero wind then that's what happens :)
How can you prove that the ghosts you are playing are using controllers its impossible to know..
i use a controller and i play on tgc tours, i struggle to get below 20 over par after 4 rounds.. so how am i cheating by using a controller?
You are probably as bad a player as i am.. but i don't moan about others i just carry on trying to improve.
I think the second shot is actually where they are, but the game shows us something else on the tee shot.

But yeah if there are legit hackers.,..that would kinda suck. Doubt this is to blame on controllers.
Try playing one of your own ghost with different conditions to see if your cheating too.
I see that too , and it's sort of funny strange how, apparently, only controller users ghosts are posting these super low scores...because nearly every ghost match I play ( and I only play ghosts with really low scores ) has those controller prompts you mentioned ... along with shots that fly into a deep bunker 40 ft from the pin then show up 2 ft from the hole on the next shot and drives that fly +300yds into a 12 mph wind ... shorted chips that fall back into the bunker then end up beside the hole next shot..etc. etc. , I've seen a lot of weird questionable stuff no doubt , and all these things I mentioned ALWAYS help the shot and never hurt it .
As to using controller vs mouse , people who struggle with a mouse swing need a fix so they can play , that's ok I guess but the bottom line is that ~ 98% of everything I've read about the situation suggests / implies that A) controllers have the capacity to be easier to use / configure , versus a mouse , at least in drive and approach shot consistency and accuracy and B) console software is marshmallow weak in terms of security .
