You could still keep the pop limit being dictated by the Warrens and they could still have limited slots, so single one wouldn't be enough to service a particularly busy area. You could also pop 'em around the map this way, basically creating emergency shelters. I like this a lot, but I do wonder if it could be added easily.
EDIT: Heck, maybe you could even do something like specific Warrens for specific jobs, either as upgrade or separate buildings, so just one kind of goblins (one for each main trait and Peons Pen?) would be allowed to use 'em, but they'd fulfill their needs faster.
The more I think about it, the more I like even the mental image itself, of goblins just living wherever except for chosen few who wear the best hats and get to have their own spot (like Chieftain, Trade Prince and so on).
Like i said though, that mechanic might do more harm then good, idk.
