There is no such thing as heavy weapon fire rate for guardian when Leveling up only stone block does that.

Also a sword is a sword no idea how it could ever get the heavy weapon buff so nope,

Heavy weapon speed penalty refers to the movement speed decrease that occurs when attacking with them, not firerate.
Read affixes to know if a weapon is heavy or not.
