Frame rate limit?
Can we not cap the frames to 60?

You can, yes.
In Video options, there's an option called "FPS Limitation." However, the option is not visible if you have Vertical Sync enabled, as such options would conflict with each other. Uncheck Vertical Sync, and the new option will show up, allowing you to set an FPS limit of 144, 100, 72, 60, 30, or unlimited.
