Any new skills would need to both fit that class's playstyle and come with their own set of upgrades, each of which needs their own set of sub-upgrades, etc. Balancing would be very difficult with how many individual components there are to each ability.
But for the sake of class identity it's best there isn't too much overlap
*late game, maybe after "finding" all class abilities.
Pick a choose your favourite parts from each bot class/skill sellection to make your own "perfect bot"
EDIT: An upfront issue would be some skills have skills that work with each other, but it wouldn't be hard to either limit that, signify that or outright tell the player that so the choices they pick are their own hinderance.
